Summary
Under limited supervision, manages the City’s solid waste, recycling, and other environmental programs as assigned.
Essential Functions
Essential duties and responsibilities may include, but are not limited to the following:
- Ensure that the City is in compliance with state laws and requirements regarding recycling, solid waste, and other assigned environmental programs.
- Administer hauling and recycling processing contracts; compile data on programs; attend monthly meetings with the hauler; communicate service issues requiring resolution; communicate contract requirements as necessary; attend Material Recycling Facility (MRF) operation meetings; discuss operational issues; review monthly operations reports; and compile billing data.
- Attend and participate in the Mojave Desert and Mountain Recycling Joint Powers Authority (JPA) meetings.
- Supervise staff; set work priorities; review staff activity reports; review and approve timecards and leave requests; conduct staff evaluations; conduct staff meetings; provide input or develop procedures for staff.
- Prepare the annual budget for solid waste, source reduction and recycling, and landfill mitigation; estimate and calculate expenses and revenues; monitor budgets to track expenses and revenues as outlined in rate studies.
- Apply for and manage grants from the California Department of Resources Recovery and Recycling; complete the application; participate in the creation of the grant budget; prepare the agenda item for the City Council; and monitor expenditures.
- Plan and implement public education programs; write press releases, community calendar listings, public service announcements, bill inserts, resident/customer notices and web site content changes; interact with the media; make public presentations; and attend community meetings to provide information or participate in projects.
- Process payments for the City’s franchise hauler; run reports from the billing system; review billing data; and process monthly landfill billings to the County.
- Gather and compile information for the State Annual Report on AB 939 compliance; contact other City departments to request information on recycling efforts; forward information to the contractor for inclusion in the report; review and provide comments to the contractor regarding the draft report.
- Perform rate analysis; review solid waste/recycling rates; review expenses and revenues; calculate new rates; prepare agenda item; prepare rate resolution; draft Proposition 218 notice for review by the City Attorney.
- Support the relationship between the City of Victorville and the general public by demonstrating courteous and cooperative behavior when interacting with visitors, the public and City staff; maintain confidentiality of work-related issues and City information; perform other duties as required or assigned.
- Perform various projects as assigned or needed.
- Must operate a city vehicle to attend meetings and conduct site visits.
