    The Marin Resource Conservation District (MRCD) invites proposals from skilled consultants ready to undertake the comprehensive Biomass Utilization Study (Study) described in this Request for Proposal (RFP). MRCD seeks a consultant for a two-year term or until the completion of the Study’s final report and associated technical assistance, as described in Section 2 of this RFP. The term is expected to begin in the third quarter of 2022.

    Background

    Carpet America Recovery Effort (CARE) serves as the stewardship organization administering the California Carpet Stewardship Program (CCSP). CCSP is charged with meeting the requirements for carpet recycling set by the California law AB 2398 (modified in 2017 by AB 1158 and in 2020 by AB 729) and is managed by CalRecycle. AB 2398 is the carpet stewardship law signed by the governor of California on September 30, 2010. The purpose of the law is to increase the diversion and recycling of carpet in the state of California.

    The Carpet Stewardship law generates funding through an assessment on carpet sold in California to meet the goals of the Carpet Stewardship Law. The law is designed to incentivize the growth of California-generated post-consumer carpet (PCC) collection, recycling and remanufacture into products for secondary markets. Funds are also used to inform and educate stakeholders about the importance of and opportunities to keep PCC out of landfill.

    RFP Goals

    CCSP is soliciting two-year proposals for marketing, education, and outreach professional services to help CARE achieve meaningful progress toward the goal of increasing carpet recycling in the state of California. A successful contractor will be innovative and flexible in engaging and supporting carpet recycling stakeholders, partners, and their public audience.     Comprehensive Solid Waste Cost of Service/Rate Study

    The City of Davis is requesting proposals from qualified firms to perform a comprehensive solid waste cost of service/rate study. The purpose of this cost of service study is to validate the appropriate rate structure and recommend rates for the City that generate adequate revenue to operate the utility. The study will consist of:

    • Preparation of a cost of service analysis, with the incorporation of Senate Bill 1383 compliance into annual expenditures
    • Development and analysis of appropriate rate structures (up to 4 alternatives), including variable garbage rates, variable organics rates, special rates, and opt-out rates. Variable organics are defined as:
      • Commercial: subscription frequency & subscription capacity
      • Multi-Family Residential: subscription frequency & subscription capacity
      • Single Family Residential: subscription capacity and subscription type (including those with on-street yard material pile collection service and without the service) 
    • An estimate of the City’s cost to provide billing service for each rate structure
    • Determination of the rates necessary to meet the City’s revenue requirements
    • Development of appropriate customer service fees for each user class, including customer cost allocation.
    • Development of a Rate Model (based on a City-provided template) in excel format that can be used by the City in monitoring the Solid Waste Fund, and
    • Participation and presentations in meetings with staff, commissions, City Council, and the community, if necessary.

    The Study will analyze a 10-year period, with a five-year Proposition 218 rate adjustment schedule implementation.

    The Mojave Desert and Mountain Recycling Authority is seeking qualified firms to provide SB 1383 data services. The Authority is a nine-member joint powers authority serving San Bernardino County’s High Desert and East Mountain communities. Information about the Authority is on our website urecycle.org

    CalRecycle’s SB 1383 regulations require extensive detailed data collection, monitoring and reporting by local agencies. The Authority focuses on programs that can be delivered more efficiently or cost-effectively regionally rather than by individual member agencies. The Authority is not a Regional Agency and does not report to CalRecycle. The Authority does not manage franchises. The member agencies will report SB 1383 progress to CalRecycle. There are likely to be population and elevation exemptions, and some agencies are discussing using data collection services through franchise arrangements.

    SB 1383 data collection, monitoring and reporting could be consolidated under a blanket contract, while allowing for local flexibility. The Authority Agreement provides for project committees with only those members sharing project costs. The Authority might negotiate an agreement allowing members to engage directly with a single vendor, although local procurement policies might limit this option. Or the Authority still could cover all members under a master agreement utilized selectively agency needs are known.
