Planning for SB 1383 Implementation Success

LUNCH & LEARN SERIES – Episode 2


Are you wondering or concerned about complying with SB 1383? Do you want to learn about how to plan for organics diversion capacity or an effective edible food recovery program? Or what role the County or the LEA can play in implementation?


Please join CRRA Technical Council CORC (California Organics Recycling Council) in a one-hour deep dive conversation about a variety of implementation topics. This topic lunch, the second in a series this year, will include a high level overview of programs being implemented followed by a choice of breakout discussion groups to ask questions and engage on specific planning topics and jurisdiction examples.


  1. Monica White, Sustainability Manager for Edgar & Associates, will discuss implementation planning and strategies for building broad-based, sustainable edible food recovery programs to meet the challenge of SB 1383.
  2. Michele Young, Senior Management Analyst with Santa Clara County will discuss the County’s approach to edible food capacity planning and regional partnerships.
  3. Stephanie Ewalt, Recycling Specialist with the County of San Diego, will discuss facilitating capacity planning for both organics processing and edible food recovery at the County level, by coordinating with local jurisdictions and other key stakeholders to communicate SB 1383 requirements and collecting regional data.
  4. Patrick Mathews, General Manager of Salinas Valley Solid Waste Authority, will discuss organics processing capacity planning with a JPA.
  5. Justin Malan, Executive Director of the California Conference of Environmental Health Directors, will discuss the LEA role in the implementation of SB 1383 programs, including considerations for organic waste diversion operations and edible food recovery efforts.
  6. Martin Perez, Manager for Training and Assistance Section, CalRecycle, will discuss the role of LEAs in 1383 implementation.
